Mayor Taylor advised that the Municipal Offices were open to the public, and that members of the public could attend this meeting in person or view the live stream available at Newmarket.ca/meetings. Residents who would like to provide comment on an item on this agenda were encouraged to provide their feedback in writing through email to Legislative Services at [email protected] or by providing a deputation electronically or in-person. He advised residents that their comments would form part of the public record.

The Clerk provided the following addition:

Tracy Munusami, Chief Executive Officer, Newmarket Library and Darryl Gray, Chair, Newmarket Library Board provided a presentation regarding the Newmarket Library Annual Report to the Community including the library board and vision, 2023 library rebranding, reflecting on 2023 goals, creating connections, partnering with community groups, programming, affirming inclusivity and driving change, library milestones, what's next for the library, and expanding outreach.

Members of Council queried the presenters regarding tracking demographic data, expanding outreach, community participation, branding and outreach, using the collected data, collaboration between the town and the library, commonly borrowed items and inventory from the lendery, Newmarket Cycle program, 2024 programming, popular genres, and Council interest in data.

    1. That the report entitled Carnival Licence Application for Joe Persechini Charity Midway dated April 8, 2024 be received; and,
    2. That Council approve the Carnival Licence for Joe Persechini Charity Midway; and,
    3. That Staff be authorized and directed to do all things necessary to give effect to this resolution.


  • Whereas the Regional Municipality of York Police Services Board (Board) has been made aware of challenges experienced by York Regional Police caused by the unreliability of in-building communications when attending locations in response to an emergency call; and,

    Whereas the Board recognizes that the unreliability of in-building communication for first responders is a safety risk and could be improved through Ontario’s Building Code; and,

    Whereas the Ministry of Municipal Affairs and Housing has been undertaking the process of developing the next edition of the Ontario Building Code; and,

    Whereas the Board has responded to the Ministry’s Regulatory Proposal 23-MMAH020, respecting the Ontario Building Code review, with a submission proposing amendments that would improve the reliability of in-building communication for first responders; and,

    Whereas the Board’s submission, made on December 18, 2023 proposes to improve in-building communications through the inclusion of a section with criteria to support improved Emergency Communications within Part 3 of Ontario Regulation 332/12 of the Ontario Building Code; and,

    Whereas the inclusion of this proposed section on Emergency Communication would not only increase the reliability of in-building communications, but also improve first responder and community safety.

    Therefore be it resolved that:

    1. The Ministry of Municipal Affairs and Housing prioritize improving in-building communication for first responders as part of the Ontario Building Code Review; and,
    2. The Ministry of Municipal Affairs and Housing support the inclusion of amendments, that would improve in-building communications for first responders, in the next edition of Ontario’s Building Code; and,
    3. This resolution be forwarded to the Minister of Municipal Affairs and Housing, the Solicitor General, the Regional Municipality of York, York Region Paramedic Services, all York Region Municipalities and their respective Fire Chiefs and Chief Building Officials, the Building Industry and Land Development Association, Ontario Association of Police Services Boards, Ontario Association of Chiefs of Police, Association of Municipalities of Ontario and the Public Sector Broadband Network Innovation Alliance for their support. 


    1. That the Central York Fire Services Joint Council Committee meeting minutes of November 7, 2023 be received.


    1. That the Heritage Newmarket Advisory Committee meeting minutes of November 21, 2023 be received. 


    1. That the Accessibility Advisory Committee Meeting Minutes of January 18, 2024 be received. 


    1. That the Newmarket Public Library Board Meeting Minutes of February 21, 2024 be received.

Councillor Woodhouse queried staff regarding the preparedness of the Planning and Building department for receiving an influx of building applications now and in the future. 

Peter Noehammer, Commissioner, Development and Infrastructure Services noted that there is a full complement of staff ready to work through applications in a timely manner. 

Councillor Kwapis shared that the Newmarket Home and Lifestyle Show put together by the Central York Chambers of Commerce this past weekend was successful. He thanked staff who ran the Town of Newmarket booth that showcased what is happening at Mulock Farm and that members of public were able to contribute to asking questions and leaving comments.

Councillor Broome shared that the Central York Fire Services Station 4-5 was selected as a location for a provincial funding announcement of 3.18 million for the Immediate Family Wellness Program to support families of first responders who experience death in the line of duty.

Councillor Morrison shared that the Community Action Table has opened another round of quick action grants and shared there have been many successful recipients in the past.
