The meeting was called to order at 1:04 PM.

Mayor Taylor advised that the Municipal Offices were open to the public, and that members of the public could attend this meeting in person or view the live stream available at Newmarket.ca/meetings. Residents who would like to provide comment on an item on this agenda were encouraged to provide their feedback in writing through email to Legislative Services at clerks@newmarket.ca or by providing a deputation electronically or in-person. He advised residents that their comments would form part of the public record.

The Clerk provided the following additions and correction to the agenda:

Councillor Twinney submitted a Statement to Disclose Conflict of Interest or Pecuniary Interest form and did not partake in discussions on items 5.1, 5.2 and 6.1. 

Andrea Stephenson, Program Manager Smart Commute Central York and Chris Emanuel, President & CEO Newmarket Chamber of Commerce provided a presentation regarding Annual Smart Commute Central York Report 2022 Program Updated which included the events and programs for 2022 and upcoming activities for 2023. The President & CEO Newmarket Chamber of Commerce provided information on the active school transportation program as being a growth area and the need to increase funds for traffic safety in school zones. 

Members of Council queried staff about the pilot program and education on bike safety.

    2. That the application for a Zoning By-law Amendment, as submitted by Lulu Holdings Inc., for 1015, 1025, 1029, and 22 Hamilton Drive, be approved; and,
    3. That staff be directed to present the Zoning By-law Amendment, including the necessary Holding provisions, to Council for approval; and,
    4. That Lulu Holdings Inc. and Weston Consulting, be notified of this action; and,
    5. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

    2. That the DABR Task Force be dissolved immediately; and,
    3. That a DABR Advisory Committee be created; and,
    4. That Council approves a Diversity, Equity, and Inclusion two-year contract position, which will include DABR initiatives within the scope of work of the position; and,
    5. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

    Whereas the homeless crisis is taking a devastating toll on families and communities, undermining a healthy and prosperous Ontario; and,

    Whereas the homelessness crisis is the result of the underinvestment and poor policy choices of successive provincial governments; and,

    Whereas homelessness requires a range of housing, social service and health solutions from government; and,

    Whereas homelessness is felt most at the level of local government and the residents that they serve; and,

    Whereas the Town of Newmarket and the Region of York is doing their part, but do not have the resources, capacity or tools to address this complex challenge; and,

    Whereas leadership and urgent action is needed from the provincial government on an emergency basis to develop, resource, and implement a comprehensive plan to prevent, reduce and ultimately end homelessness in Ontario. 
     
    Therefore be it resolved, 

    1. That the Town of Newmarket calls on the Provincial Government to urgently: 
      1. Acknowledge that homelessness in Ontario is a social, economic, and a health crisis;
      2. Commit to ending homelessness in Ontario;
      3. Work with AMO and a broad range of community, health, Indigenous and economic partners to develop, resource, and implement an action plan to achieve this goal; and,
    2. That a copy of this motion be sent to the Premier, Minister of Municipal Affairs and Housing; the Minister of Children, Community and Social Services; the Minister of Health, to the Association of Municipalities of Ontario and to the Ontario Small Urban Municipalities Caucus.

Councillor Simon presented a petition on behalf of residents requesting street humps or stop signs on Carberry Street and Willowick Drive. Residents have a safety concern due to the tight corner where a basketball court and parkette are nearby. As part of staff's review of the matter, Councillor Simon inquired whether temporary or permanent street humps or a stop sign should be installed.

Members of Council asked about infiltration of traffic, speeding and speed board signs.

Councillor Twinney queried staff regarding the process about the tree policy when it involves dead trees.

The Mayor advised that the tree policy was brought forward by Councillor Woodhouse and staff have been directed to revisit and to simplify the dead and dying portion of the by-law.

The Commissioner of Community Services advised that staff are working on the report now and expect that within a couple of months an update will be provided. 

Councillor Broome advised that on the Coldest Night of the Year Fundraiser event held on February 25, 2023 that the Newmarket team did well and brought a lot of awareness from Inn from Cold. 

Councillor Broome thanked Central York Fire Services (CYFS) for hosting the 2nd Annual International Woman's Day event at the Fire Station 4-5 in Aurora.

    1. That Council resolve into Closed Session to discuss the following matters:
      1. Vaccination Policy - Labour relations or employee negotiations as per Section 239(2)(d) of the Municipal Act, 2001.
      2. Appeal to the Ontario Land Tribunal of Parkland By-law 2022-51 - Litigation or potential litigation, including matters before administrative tribunals affecting the municipality [s,239(2)(e)] of the Municipal Act, 2001.
