Mayor Taylor in the Chair.
The Committee of the Whole recessed at 3:19 PM and reconvened at 3:33 PM.

Mayor Taylor advised that the Municipal Offices were closed to the public and that this meeting was streamed live at newmarket.ca/meetings. Residents who would like to provide comment on an item on this agenda were encouraged to provide their feedback in writing through email to Legislative Services at clerks@newmarket.ca or by joining the meeting electronically through video or telephone. He advised residents that their comments would form part of the public record.

The Clerk advised of the following addition to the agenda:

  • Closed Session Item 7.1 - Property in Ward 5
    [A trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization, as per Section 239 (2)(i) of the Municipal Act, 2001.]

    1. That the rules of procedure regarding notice be suspended to allow for the consideration of a Closed Session Item.

The Commissioner of Development & Infrastructure Services provided an introduction to the presentation and an overview of the process that has occurred thus far. He reviewed the public consultation opportunities and the concepts that would be presented during the Special Committee of the Whole. 

Lisa Rapoport, PLANT Architect Inc., began her presentation with a video which further explained the three design concepts that were being presented to the Committee of the Whole. She reviewed the guiding principles of a Destination, Rooted in History & Forward Looking, Connected, Natural, and Inclusive & Accessible. The presentation continued by providing additional details regarding the concerns identified throughout neighbourhood consultation, specifically the Jim Bond Park integration, privacy & noise, traffic & parking, safety & security, and tree preservation. She also reviewed the consultation held with York Region and their recommendations regarding transportation options, tree canopy, and parking options. 

The presentation provided an overview of the three identified concepts of Energized, Expressive, and Peaceful, and advised that preferred elements from all 3 concepts would be consolidated into one master plan. The presentation outlined the overarching, planting/landscaping, recreation, art, and water feature strategies for each concept and highlighted key elements of each.

Members of Council queried the presenter on the reforestation of the area, the project timeline & next steps, four season elements of design, and parking & transportation options.

    1. That the presentation provided by Lisa Rapoport, PLANT Architect Inc., regarding the Mulock Property Design Concepts be received; and,
    2. That the report entitled Mulock Property Design Concepts dated September 29, 2020 be received; and,
    3. That comments on the design concepts received during this phase be used to develop a refined concept that takes the preferred elements from all three themes to create a consolidated design; and,
    4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.
