Public Notice

Mayor Taylor acknowledged that the Town of Newmarket is located on the traditional territories of the Wendat, Haudeno-saunee, and the Anishinaabe peoples and the treaty land of the Williams Treaties First Nations and other Indigenous peoples whose presence here continues to this day. He thanked them for sharing this land with us. Mayor Taylor also acknowledged the Chippewas of Georgina Island First Nation as our close neighbours and friends, and that we work to ensure a cooperative and respectful relationship.

Mayor Taylor advised that the Municipal Offices were closed to the public and that this meeting was streamed live at Newmarket.ca/meetings. Residents who would like to provide comment on an item on this agenda were encouraged to provide their feedback in writing through email to Legislative Services at [email protected] or by joining the meeting electronically through video or telephone. He advised residents that their comments would form part of the public record.

Newmarket Relay For Life - June 12, 2021

Madeleine Million-Osborne provided Council with a deputation regarding the virtual Relay For Life Newmarket event on Saturday, June 12, 2021 and encouraged all residents to donate or register for the virtual event at relayforlife.ca/newmarket.

Reports by Regional Representatives

Deputy Mayor & Regional Councillor Vegh advised that Regional Council passed the 2021 to 2022 Regional Budget at their Council meeting on March 25, 2021. He also advised that a Special Council meeting was held on Thursday, April 15, 2021 regarding a COVID-19 update and a Code of Conduct complaint. He encouraged all residents to follow the Provincial guidelines and Public Health recommendations. 

Mayor Taylor advised that select pharmacies and clinics across the Province were booking appointments for AstraZeneca COVID-19 vaccines for eligible people ages 40 or older. He also advised that the Region was discussing long-term planning and growth, and the associated projected growth in all lower-tier municipalities.

Members of Council discussed the Provincial Emergency Orders, access to information on Public Health measures, and public access to York Region School Board recreational amenities during the stay at home order.

9.2.4

Town of Newmarket 2021-2024 Economic Development Strategy

• 1. That the presentation provided by the Economic Development Officer regarding the 2021-2024 Economic Development Strategy be received; and, 
  2. That the report entitled Town of Newmarket 2021-2024 Economic Development Strategy dated April 12, 2021 be received; and,
  3. That Council endorse the 2021-2024 Economic Development Strategy to guide the activities of the Newmarket Economic Development Advisory Committee (NEDAC) and to support Council’s strategic priorities and initiatives.

9.2.5

Update on Electronic Meeting Participation and 2021 Schedule of Meetings

• 1. That the report entitled Update on Electronic Meeting Participation and 2021 Schedule of Meetings dated April 12, 2021 be received; and,
  2. That the 2021 Council and Committee of the Whole Meeting Schedule updated with meeting start times from July to December be adopted; and,
  3. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

9.2.6

2020 Preliminary Q4 Report Operating and Capital Budget Summary

• 1. That the report entitled 2020 Preliminary Q4 Operating and Capital Budget report dated April 12, 2021 be received; and,
  2. That changes to the 2021 capital spending authority and 2021 capital program be made as detailed in this report; and,
  3. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

9.2.7

D'Arcy Street Parking Review

• 1. That the report entitled D’Arcy Street Parking Review dated April 12, 2021 be received; and,
  2. That the proposed amendments to the Parking Bylaw as outlined in Appendix B be approved; and,
  3. That the 2-year moratorium on new parking reviews be lifted for this section of D’Arcy Street to allow monitoring and adjustments if needed; and,
  4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

9.2.8

Helmer Avenue Parking Update

• 1. That the Helmer Avenue Parking Update report be deferred for consideration until a future Committee of the Whole Meeting in September or October 2021. 

9.2.9

Main Street On-Street Parking Additions

• 1. That the report entitled Main Street On-street Parking Additions, dated April 12, 2021, be received; and,
  2. That the parking amendments noted in Appendix B be approved; and,
  3. That the necessary signage and pavement markings be implemented as soon as possible, weather permitting; and,
  4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

9.2.10

460 Davis Drive – Modifications to Official Plan Amendment 25 and related Zoning By-law Amendment

• 1. That the report entitled 460 Davis Drive – Modifications to Official Plan Amendment 25 and related Zoning By-law Amendment, dated April 12, 2021 be received; and,
  2. That Council endorse the proposed redesignation for 460 Davis Drive as shown in Attachment 1; and,
  3. That Staff be directed to request the Regional Municipality of York to approve the modified Urban Centres Secondary Plan Technical Amendment (OPA 25) for 460 Davis Drive as shown in Attachment 1; and,
  4. That upon the approval of OPA 25 by the Regional Municipality of York, Staff be directed to forward the Zoning By-law Amendment as shown in Attachment 2 to a regular Council meeting for approval; and,
  5. That the owner of 460 Davis Drive be notified; and,
  6. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

• 1. That the Newmarket Anti-Black Racism Task Force Meeting  Minutes of November 24, 2020, December 8, 2020, January 5, 2021, and February 2, 2021 be received.

2021 Fire Safety Grant Program

• Whereas Central York Fire Services provides fire and emergency services to the Town of Newmarket and the Town of Aurora; and,

  Whereas Central York Fire Services recently applied for an opportunity to receive a one time Fire Safety Grant in the amount of $39,000 from the Office of the Fire Marshal to assist with increased training opportunities and the establishment of a virtual fire inspection program; and,

  Whereas the Fire Safety Grant funding is based on population of the service area; and,

  Whereas Central York Fire Services has received notification from the Office of the Fire Marshal that the application for the Fire Safety Grant funding has been approved in principle; and,

  Whereas the Office of the Fire Marshal requires a resolution from Newmarket Council to support the formalization of the Fire Safety Grant by April 30, 2021; and,

  Now therefore be it resolved that the Council of the Corporation of the Town of Newmarket:

  1. That Council approve the allocation of the Fire Safety Grant funding of $39,000 towards increased training opportunities and the establishment of a virtual fire inspection program as indicated in the application to the Office of the Fire Marshal.

Regional Council Decision - Land Request to Support Acceleration of Affordable Housing

• 1. That the correspondence provided by York Region regarding Land Request to Support Acceleration of Affordable Housing be received: and
  2. That Council support, in principle, the acceleration of Affordable Housing in York Region either directly or through partnership, of 2 acres of land over the next 5 years for Housing York Inc. or a not-for profit or for profit site dedicated to support affordable housing.

Regional Council Decision - Parkland Dedication Bylaw Request

• 1. That the correspondence provided by York Region regarding Parkland Dedication Bylaw Request be received; and, 
  2. That Council supports the acceleration of Affordable Housing in York Region; and,
  3. That staff be directed to prepare a draft amendment to the parkland dedication by-law to exempt Housing York Inc. from being required to pay parkland fees.

11.1

Councillor Broome - Ward 6 Parking Studies

Councillor Broome provided notice for motions regarding parking restrictions on Hewitt Circle, Jordanray Boulevard, and Rushbrook Drive. 

1. That staff be directed to conduct a study to determine the feasibility of parking restrictions on Hewitt Circle between house numbers 486 – 490; and,
2. That staff be directed to conduct a study to determine the feasibility of parking restrictions on Jordanray Blvd at the bend at house number 95; and, 
3. That staff be directed to conduct a study to determine the feasibility of further parking restrictions on Rushbrook Drive between house numbers 200 and 212.

Councillor Broome congratulated Julia Borizki for her work in promoting apraxia awareness and thanked the Town for proclaiming May 14, 2021 as Apraxia Awareness Day.

Mayor Taylor advised that there was no requirement for a Closed Session and that public reporting out of these minutes occurred at the March 29, 2021 Council - Electronic meeting.
