The meeting was called to order at 9:33 AM.

Councillor Bisanz advised that members of the public were encouraged to attend an electronic Advisory Committee or Board Meeting by joining through the ZOOM information provided with the agenda.

Anita Gibson, Senior Financial Analyst, Town of Newmarket provided a presentation regarding the Central York Fire Services Second Quarter Results 2022 which provided an update on Central York Fire Services operating and capital finances.

Members of Committee inquired about wellness program finances. Deputy Chief Volpe advised that savings resulting from the program delay would be transferred, that there will be information sessions for staff, and that there will also be in-house training, peer support fitness instructors, and tablets purchased.

Councillor Bisanz inquired about how inflationary pressures will impact expenditures. Deputy Chief Inglis responded that there has been a gradual increase to cost pressures starting in the second quarter and the Service expects inflationary pressures to level out in the third and fourth quarters and the service will continue to forecast.

Town of Newmarket Financial Services Staff introduced the report and indicated that information included is superseded by second quarter report.

    1. That Fire Services Report JCC-2022-04 CYFS First Quarter Report 2022 dated July 5, 2022, be received; and,
    2. That CYFS First Quarter Report be received for information purposes.

Town of Newmarket Director of Financial Services and Treasurer Mayes provided an introduction to the report.

Councillor Thompson discussed updates to the report's format in respect to wage gapping.

Deputy Chief Inglis provided an introduction to the progress and preliminary findings of the CYFS Fire Master Plan. Also, he provided a status update on the Master plan, background on previous plans, and noted that the Plan will include recommendations to a changed hiring model drawing from community risk assessments and recent changes in Ontario legislation. The Master Plan will be presented in coordination with the budget cycle. 

Councillor Thompson inquired if response times will be discussed in the Master Plan. Deputy Chief Inglis responded that response times would be holistically discussed as they relate to station positions.

Deputy Chief Volpe provided an overview of Junior Firefighter Day on June 3, 2022. He expressed appreciation to CYFS, the Committee, and the public. Councillor Bisanz expressed her gratitude for the event and organizers.

Deputy Chief Volpe provided information that there will be a staff recognition ceremony on November 3, 2022 at the Northridge Community Church of the Salvation Army, and the grand opening of Station 4-5 on November 17, 2022. The Deputy Chief also congratulated Staff who were new and recently promoted. 

Chief Laing provided an update regarding the opening of Station 4-5. Administrative staff and training officers are currently operating from the location, however further work must be completed before the fire crew can begin operations from the location. Further updates will be communicated. In addition, there will be an annual open house on September 24, 2022 from the location. 

The Deputy Town Clerk reminded the committee that this is the final Joint Council Committee of the term and a new JCC will be formed by the new term of Council to reconvene.

Councillors thanked Members of the Committee and Staff for their work over the past term. 

Councillor Bisanz expressed appreciation to Deputy Chief Inglis and the Fire Chiefs of Ontario for their presentation on mandatory firefighter certification with the Association of Municipalities of Ontario. She reminded the committee of their previous resolution regarding Mandatory Firefighter Certifications. 

Deputy Chief Inglis provided an update that he had received feedback from other municipalities who have been proactive in providing certification and determining what their level of service dictates.

The Chair advised that there were no items requiring closed session.
