The meeting was called to order at 9:06 AM.

The Council Workshop recessed at 10:45 AM and reconvened at 10:58 AM. 

The Council Workshop recessed at 12:12 PM and reconvened at 1:03 PM.

Mayor Taylor in the Chair.


Mayor Taylor advised that in accordance with the Town's Procedure By-law, no decisions are to be made but rather this meeting is an opportunity for Council to have informal discussion regarding various matters.

There were no declarations of pecuniary interest.

The Acting Chief Administrative Officer and the Director, Legal Services introduced John Mascarin, Aird & Berlis LLP. 

John Mascarin of Aird & Berlis LLP provided Council with a presentation regarding Council & municipal administration and an overview of various legislation. The presentation outlined the powers that accompany the role of Council, the Integrity Commissioner and a background on Council Code of Conduct.

Members of Council queried the presenter regarding various legislation, and discussed open meetings, closed meetings and conflict of interest.

The Acting Chief Administrative Officer and the Director, Legal Services introduced Kim Mullin, Wood Bull LLP.

Kim Mullin of Wood Bull LLP provided Council with a presentation that overviewed the Local Planning Appeal Tribunal. The presentation outlined the transition from the Ontario Municipal Board to the Local Planning Appeal Tribunal, the appeal process and effects on local municipalities. 

Members of Council queried the consultant regarding the new appeal process, and discussed the effect on deputations.
