The meeting was called to order at 2:22 PM.
Mayor Taylor in the Chair.

Mayor Taylor advised that the Municipal Offices were closed to the public and that this meeting was streamed live at Newmarket.ca/meetings.

The Clerk advised of the following addition to the agenda: 

  • Item 4.1: Vaccination Requirements for Participation in Town of Newmarket Facilities, Programs and Events
  • Moved by:Councillor Morrison
    Seconded by:Councillor Twinney
    1. That the addition to the agenda be approved.

  • An alternate motion was presented and is noted below in bold. 

    1. That the report entitled Vaccination Requirements for Participation in Town of Newmarket Facilities, Programs and Events dated September 21, 2021 be received; and,
    2. That Staff be directed to require all individuals aged 12 and up, that would be exempt under Provincial regulations or to which the Provincial regulations do not apply (apart from documented medical exemptions or the purpose of health and safety), to provide proof of identification and proof of vaccination against COVID-19, effective October 31, 2021, as fully vaccinated is defined in the regulations, for entry into all Town of Newmarket facilities and programming; and,
    3. That Staff be directed to require proof of identification and proof of vaccination against COVID-19, for those 18 and over that would be exempt under Provincial regulations or to which the Provincial regulations do not apply (apart from documented medical exemptions or the purpose of health and safety), for entry into all Town of Newmarket facilities and programming, including Customer Service, beginning on September 22, 2021; and,
    4. That the Newmarket Public Library Board be informed of this decision and be requested to consider COVID-19 vaccination requirements and provide clarity of their approach to the Town of Newmarket as soon as possible; and,
    5. Notwithstanding clause 2 and 3, That Staff be directed to provide by-appointment and in-person options for Customer Service transactions for individuals not fully vaccinated at an alternate location; and,
    6. That Staff be authorized and directed to do all things necessary to give effect to this resolution.


Mayor Taylor advised that there was no requirement for a Closed Session.
