The meeting was called to order at 1:01 PM.

Mayor Taylor advised that in accordance with the Town's Procedure By-law, no decisions are to be made but rather this meeting was an opportunity for Council to have informal discussion regarding various matters.

The Clerk advised of the following correction:

  • Item 5.1: The presentation regarding the Reserve and Reserve Funds has been deferred to a future Council Workshop.
  • Moved by:Councillor Woodhouse
    Seconded by:Councillor Morrison
    1. That the correction to the agenda be approved.

Darryl Gray, Newmarket Public Library Board Member provided an introduction to the presentation regarding the Newmarket Public Library Strategic Plan, and outlined the future trends of the library. Greg Young, TCI Management Consultants reviewed the background information including previous strategic plans, consultation opportunities with the public and staff, and trend assessments. The CEO of the Newmarket Public Library continued the presentation with an overview of the five key values identified in the strategic plan, the three action areas of people, places and services, and the 25 specific strategic actions. The presentation concluded with next steps, expected resource requirements, and proposed targets and outcomes.  

Members of Council further discussed opportunities for new library locations within the Town, previous Newmarket Public Library strategic plans, public consultation opportunities, and the continued implementation of innovative initiatives.
