The meeting was called to order at 9:01 AM.

The Council Workshop recessed at 10:15 AM and reconvened at 10:26 AM.

The Council Workshop recessed at 11:52 AM and reconvened at 1:35 PM.

Mayor Taylor advised that in accordance with the Town's Procedure By-law, no decisions are to be made but rather this meeting is an opportunity for Council to have informal discussion regarding various matters.

There were no declarations of pecuniary interest.

Paul Ferguson, President, Newmarket-Tay Power Distribution Ltd. provided an introduction to the members of the current Board as well as staff of Newmarket-Tay Power Distribution and Envi. He provided a presentation which outlined the current corporate structure of Newmarket-Tay Power Distribution, the vision for the utility in the future and its strategic framework going forward.

The Commissioner, Development & Infrastructure Services provided an introduction to the presentation. The Planner provided a presentation to Council which included an overview of the history of Community Energy Plan, the business plan for renovation of homes in Newmarket and a timeline for the project going forward.

The Acting Chief Administrative Officer provided an introduction to the presentation. The Planner and the Associate Solicitor provided a presentation to Council on Bill 36, Cannabis Legislation. The presentation outlined an overview of the legal responsibilities, financial considerations and possible locations of retail stores. 

Members of Council queried staff regarding the survey provided to residents and financial considerations, and discussed opting-in versus opting-out of private retail cannabis stores in the Town.
