Elaine Adam advised that members of the public may view this meeting through the live stream available at newmarket.ca/meetings, or attend in person at the Council Chambers at 395 Mulock Drive.

The Legislative Coordinator noted the following additions and corrections: 

  • Item 5.1 Heritage Newmarket Advisory Committee meeting minutes of October 17, 2023 corrected Julian Antonini's attendance; and,
  • Item 4.2 Heritage Application for Window Replacements at 543 Timothy Street, Newmarket added Frances Hill, President, YRSCC 1047 as a co-deputant.

The Legislative Coordinator and the Planner - Committee of Adjustment presented the Heritage Newmarket Advisory Committee Refresher including role of the Chair, Heritage Permit Application in Heritage Conservation District, Meeting Procedures, Transparency and Openness, Conflict of Interest, Integrity Commissioner, Gifts, and Communications and Social Media. 

Members queried presenters regarding Heritage Neighbourhood Districts and the creation of a Heritage Neighbourhood District.

    1. That the presentation by Simon Granat, Legislative Coordinator and Umar Mahmood, Planner - Committee of Adjustment and Cultural Heritage regarding the Heritage Newmarket Advisory Committee Refresher be received.

Shawn Trudel, Lead Project Technologist, Building Envelope and Restoration, Brown and Beattie Limited presented regarding the Heritage Application for Window Replacements at 543 Timothy Street, Newmarket regarding Building Introduction, Why Replace the Windows, Heritage Designated Components, Window Repair Solutions Considered, Proposed Work, and Impact of Proposed Work on Heritage Components. 

The Planner - Committee of Adjustment and Cultural Heritage provided staff comments.

Members queried the deputants on historical records and testing of bricks, awnings, wood options for doors and windows, life span of aluminum and wood windows, as well as window and door colour.

The Legislative Coordinator provided an update that recruitment has concluded and Council has appointed Members to the Elman W. Campbell Museum Board.

Dan MacPherson provided a verbal update regarding the recent meeting of the Lower main Street South Heritage Conservation District Advisory group including initial thoughts to proposed cosmetic changes to a property. 

The Legislative Coordinator canvassed the committee for whether to hold a December meeting. Committee members discussed not holding a December meeting, and the next meeting date in January.
