• 1. That the report entitled Zoning By-law Amendment – 1015, 1025, 1029 Davis Drive and 22 Hamilton Drive dated March 6, 2023 be received; and,
  2. That the application for a Zoning By-law Amendment, as submitted by Lulu Holdings Inc., for 1015, 1025, 1029, and 22 Hamilton Drive, be approved; and,
  3. That staff be directed to present the Zoning By-law Amendment, including the necessary Holding provisions, to Council for approval; and,
  4. That Lulu Holdings Inc. and Weston Consulting, be notified of this action; and,
  5. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Dismantling Anti-Black Racism Implementation Plan

• 1. That the report entitled Dismantling Anti-Black Racism Implementation Plan dated March 6, 2023 be received; and,
  2. That the DABR Task Force be dissolved immediately; and,
  3. That a DABR Advisory Committee be created; and,
  4. That Council approves a Diversity, Equity, and Inclusion two-year contract position, which will include DABR initiatives within the scope of work of the position; and,
  5. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

8.1

Homelessness Resolution to the Provincial Government to End Homelessness in Ontario

Note: Councillor Kwapis will present this matter to the Committee for consideration.

• Whereas the homeless crisis is taking a devastating toll on families and communities, undermining a healthy and prosperous Ontario; and,

  Whereas the homelessness crisis is the result of the underinvestment and poor policy choices of successive provincial governments; and,

  Whereas homelessness requires a range of housing, social service and health solutions from government; and,

  Whereas homelessness is felt most at the level of local government and the residents that they serve; and,

  Whereas the Town of Newmarket and the Region of York is doing their part, but do not have the resources, capacity or tools to address this complex challenge; and,

  Whereas leadership and urgent action is needed from the provincial government on an emergency basis to develop, resource, and implement a comprehensive plan to prevent, reduce and ultimately end homelessness in Ontario. 
   
  Therefore be it resolved, 

  1. That the Town of Newmarket calls on the Provincial Government to urgently: 
     1. Acknowledge that homelessness in Ontario is a social, economic, and a health crisis;
     2. Commit to ending homelessness in Ontario;
     3. Work with AMO and a broad range of community, health, Indigenous and economic partners to develop, resource, and implement an action plan to achieve this goal; and,
  2. That a copy of this motion be sent to the Premier, Minister of Municipal Affairs and Housing; the Minister of Children, Community and Social Services; the Minister of Health, to the Association of Municipalities of Ontario and to the Ontario Small Urban Municipalities Caucus.
