The meeting was called to order at 1:00 PM.
Mayor Taylor in the Chair.
Council recessed at 2:12 PM and reconvened at 2:20 PM.

Mayor Taylor advised that the Municipal Offices were closed to the public and that this meeting was streamed live at Newmarket.ca/meetings.

Mayor Taylor advised that in accordance with the Town's Procedure By-law, no decisions are to be made but rather this meeting was an opportunity for Council to have informal discussion regarding various matters.

The Commissioner of Community Services provided an introduction to the presentation which included a background of facility booking for the Town of Newmarket. The Manager of Culture and Community Events provided a presentation which outlined how facility bookings are currently processed by the Town and the challenges associated with these methods. 

Maya Azouri of CatchCorner provided a presentation which outlined how the booking software will work and how residents will be able to use the system. Jonathan Azouri of CatchCorner provided a live demonstration of the software to demonstrate the ease of use for residents in booking facilities. The Manager of Culture and Community Events provided next steps in the implementation of the CatchCorner booking software for the Town of Newmarket.

Members of Council queried the presenters regarding the use of the system to book other types of facilities, booking cancellations, bookings for non-profits, how user data will be used, how the system will confirm Newmarket residency and other organizations which use CatchCorner.

The Director of Legislative Services/Town Clerk provided an introduction to the presentation which outlined the history of the body rub parlour issue as part of the ongoing regulatory review. The Manager of Regulatory Services provided a presentation which included an overview of the history of regulations in the Town of Newmarket regarding body rub parlours and the changes in legislation which have necessitated a review of existing regulations. The presentation outlined the current deficiencies and inconsistencies in the existing by-law and the various types of businesses which are affected by the by-laws. The Municipal Enforcement & Licensing Officer provided the results of the public consultation conducted to date. The Manager of Regulatory Services concluded the presentation with an overview of three potential licensing options for Council to consider at a future Committee of the Whole.

Members of Council queried the presenters on collaboration with York Regional Police, results of the  public consultation, options for further public consultation, and various options for business licensing.

    2. That the presentation provided by the Manager of Regulatory Services and the Municipal Enforcement & Licensing Officer regarding Body Rub Parlours be received.
