The meeting was called to order at 1:02 PM.

Mayor Taylor acknowledged that the Town of Newmarket is located on the traditional territories of the Wendat, Haudeno-saunee, and the Anishinaabe peoples and the treaty land of the Williams Treaties First Nations and other Indigenous peoples whose presence here continues to this day. He thanked them for sharing this land with us. Mayor Taylor also acknowledged the Chippewas of Georgina Island First Nation as our close neighbours and friends, and that we work to ensure a cooperative and respectful relationship.

Mayor Taylor advised that the Municipal Offices have reopened to the public and that this meeting was streamed live at Newmarket.ca/meetings. Residents who would like to provide comment on an item on this agenda were encouraged to provide their feedback in writing through email to Legislative Services at [email protected] or by providing a deputation electronically or in-person. He advised residents that their comments would form part of the public record.

The Clerk advised of the following additions to the agenda:

Mayor Taylor presented Abby Lunney, Team Canada Gold Medalist of the 2023 International Ice Hockey Federation under 18 Women's World Championship with a recognition. 

    1. That the presentation by Mayor Taylor regarding the Gold Medalist Recognition to Abby Lunney, Team Canada gold medalist of the 2023 International Ice Hockey Federation under 18 Women’s World Championship be received.

Gregory Bender, Director Urban and Community Planning, WSP Canada provided a presentation regarding the Town's Official Plan Review including the current plan, future timeline, project team, and community engagement.

Members of Council queried staff about South of Davis Drive Area Study boundaries and the incorporating other relevant Town plans to the Official Plan Review.

Brian North, Run Committee Chair, Southlake Foundation, provided a presentation regarding the Nature's Emporium Run including details of the annual run and a fundraising challenge.

Lionel Franklin deputed regarding the status of the Town's approval process for the property to the East of 835 Gorham Street's application, and about public notice requirements under a Minister's Zoning Order and Community Housing Accelerator. 

Town staff provided general details of the difference between the two Provincial programs and the status of the project to the East.

Mayor Taylor provided an update regarding the Regional Retreat, and that a request for proposals for an organic waste processing contract will be forthcoming.

    1. That the Committee of the Whole - Electronic Meeting Minutes of January 16, 2023 be approved and the recommendations noted within sub items: 9.1.1, 9.1.2, 9.1.3, 9.1.4, 9.1.5, 9.1.6, 9.1.7, and 9.1.8 be adopted. See following sub-items for motions: 9.1.9 and 9.1.10.

    1. That the deputation provided by Jerisha Grant-Hall, Chairperson, Founder, Newmarket African Caribbean Canadian Association (NACCA) regarding Black History Month be received; and,
    2. That henceforth February be proclaimed as Black History Month; and,
    3. That Staff be authorized and directed to do all things necessary to give effect to this resolution.
    1. That the deputation provided by Bruce McCall-Richmond, Associate, Glen Schnarr & Associates Inc. regarding Minister's Zoning Order Request (835 Gorham Street - Blue Door Support Services) be received.
    1. That the deputation provided by Lionel Franklin regarding Minister's Zoning Order Request (835 Gorham Street - Blue Door Support Services) be received.
    1. That the deputation provided by Michael Larkin, LARKIN+ Land Use Planners Inc regarding Zoning By-law Amendment -1095 Stellar Drive be received.
    1. That the report entitled Dismantling Anti-Black Racism Action Plan dated January 16, 2023 be received; and,
    2. That Staff develop an initial two-year implementation plan and report back to Council within 6 weeks; and,
    3. That Staff be directed to report on options for Human Resources support; and,
    4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.
    1. That the report entitled Residential Parking Study Terms of Reference dated January 16, 2023 be received; and,
    2. That Council endorse the Residential Parking Study Terms of Reference attached as Attachment 1 to this report; and,
    3. That Council authorize staff to release a Request for Proposal for the Residential Parking Study; and,
    4. That item three (3) "Use of Residential Garages (Detached or Attached) as required Parking Spaces" is removed from the Residential Parking Study Terms of Reference; and,
    5. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

    1. That the report entitled Zoning By-law Amendment – 1095 Stellar Drive, dated January 16, 2023 be received; and,
    2. That the application for Zoning By-law Amendment, as submitted by Larkin Land Use Planners Inc., for 1095 Stellar Avenue, be approved in its general form; and,
    3. That Larkin Land Use Planners Inc., be notified of this action; and,
    4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

    1. That the report entitled Minister’s Zoning Order Request (835 Gorham Street – Blue Door Support Services), dated January 16, 2023 be received; and,
    2. That Council supports and has no objection to the Minister of Municipal Affairs and Housing enacting a Minister’s Zoning Order for the subject lands, which would permit the development of emergency and temporary housing; and,
    3. That Council direct Staff to work with Blue Door Support Services and the Ministry of Municipal Affairs and Housing to prepare a Minister’s Zoning Order for the subject lands; and,
    4. That Council direct staff to expedite the review and approval of the subsequent planning approvals and building permit applications required to move the project forward to construction; and,
    5. That this resolution be provided to the applicant to send to the Minister of Municipal Affairs and Housing as a statement of Council’s support; and copied to the Regional Municipality of York; and,
    6. That Staff be authorized and directed to do all things necessary to give effect to this resolution.
