a)

Regional Councillor Taylor advised that York Region 2014-2018 draft Strategic Plan has been referred to the budget process and the Region’s Strategic Planning session.  The draft plan focuses on social and health supports, growth in regional centres and corridors and economic development. The draft Strategic Plan is available for viewing on the York Region website. 

 

 

 

b)

Regional Councillor Taylor advised that York Region is currently conducting its five year Official Plan Review.  The consultation process is underway and the update is targeted for adoption in the third quarter of 2016. 

 

c)

Mayor Van Bynen advised Regional Council has received presentations from various Regional Commissioners regarding the roles and responsibilities of Regional Council.  The presentations are available for viewing on the York Region website. 

 

d)

Mayor Van Bynen advised that the Regional Council has received a draft 2014-2018 Budget and invited Members of Council to attend a Regional Budget meeting.  The preliminary budget is available on the York Region website.

Announcements & Community Events

 

a)

Councillor Vegh advised that the Town will be changing to a free chlorine disinfection method for the water distribution in order to ensure pipe wall cleanliness and water quality.  This temporary changeover has been postponed.  The Commissioner of Development and Infrastructure Services advised that there has been a delay and the changeover will commence at the end of January, 2015.  There may be slight chlorine odour or colour in the water during the disinfection period. 

b)

Councillor Kerwin advised that some Ward 2 residents may experience a mist coming from their appliances or water taps during the water system disinfection period. 

 

c)

Councillor Kerwin advised that the bridge located at College Manor Park connecting the park to Sheridan Court is closed for repairs until further notice. College Manor Park can be accessed alternatively through College Manor Drive or Gaston Place. For more information, please contact the Town at 905-895-5193 or email [email protected]

 

d)

Councillor Kerwin advised that he will be at the Newmarket Public Library, 438 Park Avenue, on January 24, January 31 and February 7 from 9:30 a.m. to 12:00 p.m.  Residents are invited to drop-in to chat.

Councillor Twinney invited residents to join in the fun at Newmarket’s Annual Winterfest event! Enjoy a $1.00 pancake breakfast beginning Saturday, February 7, 2015 at 8:00 a.m. at Newmarket Riverwalk Commons on Doug Duncan Drive. The fun continues 10:00 a.m. to 3:00 p.m. with entertainment, Tim Horton Express rides, horse drawn wagon rides, pony rides, children's games and hot food. Admission is free although select activities have a nominal fee. Winterfest continues on Sunday, February 8, 2015 at the Ray Twinney Recreation Complex, 100 Eagle Street West with free public skating from 12:00 to 2:00 p.m. and free public swimming from 2:00 to 4:00 p.m.  Donations of non-perishable food items are welcome. Regional Councillor Taylor advised that on Thursday, February 5, 2015 the York Region Food Network is hosting its annual fundraiser and trivia challenge. Regional Councillor Taylor advised that the Newmarket Soccer Club loan has officially been paid in full to the Town.  An Information Report regarding the payment is available on the Town’s website.  He summarized the purpose and reasoning for the loan and pointed out that the Town collected $140,000 in interest payments through the loan.

 

 

 

 

 

 

 

 

h)

Councillor Hempen put a call out to teens to get ahead of the game with Toronto Argonaut Jonathan Hood. His 12 session teen mentorship program teaches leadership, teamwork and performance. The program starts Tuesday, January 27, 2015 from 7:00 to 8:30 p.m. at the Recreation Youth Centre & Sk8 Park located at 56 Charles Street. Councillor Sponga thanked volunteers and the community of Ward 5 for preparing the ice pad at the Lions Park.  The rink has been filled with families playing shinny hockey and the location is now a community meeting place.  He also thanked staff for their work to launch the outdoor hockey rink pilot program.

Councillor Sponga commended the Newmarket Minor Hockey League and advised that the children of Newmarket performed well at the Neil Barber Memorial Hockey tournament in London, Ontario.

 

k)

Councillor Sponga advised that a Public Information Centre is scheduled for Tuesday, January 27, 2015 to discuss the proposed reconstruction of Woodland Court from Lorne Avenue to the west limit.  The format is an Open House and you are invited to drop-in anytime between 6:00 and 8:00 p.m. in Cane Meeting Room A & B at the Municipal Offices at 395 Mulock Drive. Project drawings will be on display and staff representatives from Engineering Services and the Town's consultant will be available to answer questions and provide information. Councillor Broome-Plumley thanked staff and residents for their work preparing the footprint for the ice pad in Ward 6.

Councillor Broome-Plumley advised that the Town is seeking volunteers to serve on various statutory committees. Newmarket residents may apply to be a part of a number of committees including the Accessibility Advisory Committee, Appeals Committee, Committee of Adjustment, Heritage Newmarket Advisory Committee, Newmarket Public Library Board and Property Standards Committee. Councillor Broome-Plumley advised that Say My Name is a song written to combat the growing issue of bullying. Say My Name Canada, a 30-day kindness challenge, begins January 25, 2015 and culminates on February 25, 2015 with the international release of the video for Say My Name. Participants are encouraged to keep track of kindness acts, posting the amount done as a school, company, family, organization or group of friends through the "Kindness Counter" online at www.saymynamecanada.com  Let’s join together to stop bullying now.

Councillor Bisanz advised that “The Battle of York” Benefit Game is being hosted by the Newmarket Hurricanes on February 14, 2015 at the Ray Twinney Recreation Complex.  The Newmarket Hurricanes take on the Aurora Tigers at 2:30 p.m. Tickets are $10.00 for adults, $6.00 for seniors and students and $4.00 for children 10 and under. All proceeds from the game go to Southlake’s Stronach Regional Cancer Centre.  This event honours 3 young men whose lives ended far too early: Kevin Lord, Josh Sedore and K.J. Ramolla. Mayor Van Bynen invited residents to join him at at the Upper Canada Mall on Sunday, February 8, 2015 for CHATS’ Walk for Wellness to support programs and services for seniors in our community. Registration begins at 8:00 a.m. and the walk takes place from 8:30 to 10:30 a.m. The $25.00 registration fee per walker is available online and friends and family can donate directly through your personal fundraising web page.  A donation form can also be downloaded to collect pledges done by cash or cheque. New Business

 

a)

Councillor Kerwin advised residents that the waste collection calendar has been circulated and reminded all members of the community to adhere to the provisions as outlined in the calendar.

 

b)

Councillor Sponga thanked staff for their work preparing an Information Report regarding the train whistle blowing by-law.  He expressed concern regarding the enforceability of the current whistle blowing by-law and questioned whether staff planned to draft a new by-law.   The Commissioner of Development and Infrastructure Services provided a brief synopsis of the Information Report and advised that staff intend to come forward with a further information report addressing GO Train issues, train whistles and train crossings in the first quarter of 2015.  He further advised that the rail authority is required to preserve safety and whistle as deemed fit for safety purposes. 

 

c)

Councillor Vegh advised that he would be hosting a Ward 1 community drop-in meeting at the Magna Centre on February 3, 2015 from 7:00 to 9:00 p.m.  

 

d)

Mayor Van Bynen advised that the Region recently appointed Councillor Kerwin to the Lake Simcoe Region Conservation Authority Board of Directors and asked for Council’s support to endorse the Region’s appointment.
