2025 Asset Management Plans

Note: Erik Wright, Acting Manager, Asset Management will provide a presentation regarding this matter. 

The Commissioner of Corporate Services provided an introduction to the presentation including an overview of asset management legislation set out by the province and asset needs for the next 10 years. 

Erik Wright, Acting Manager, Asset Management provided a presentation regarding 2025 Asset Management Plans including an overview of events that led to the current landscape, Ontario Regulation 588/17, foundational financial planning, timeline of asset management plans, key differences in the current asset management plan, the 10-year strategy required to be set for assets, trends across Canada, benchmarking Newmarket's assets, condition ratings of assets, key concepts, total value of Newmarket's assets, investment planning software, growth of assets, core assets approaching replacement, parks and facilities assets approaching replacement, 

Andrea Tang, Director of Financial Services and Treasurer continued the presentation regarding 2025 Asset Management Plans including reserve and reserve fund review, 2021 core assets forecast, needs based items, funding gaps, construction price index and supply chain inflation, 2023 reserve fund strategy, sustainable funding targets pre-pandemic, sustainable target post-pandemic inflation, 1.5% increase to meet inflation,

The Acting Manager of Asset Management continued the presentation regarding 2025 Asset Management Plans including current financial strategies, 50-year outlook with financial strategy, risk and risk mitigation and control, natural aging of assets,  

Members of Council queried staff regarding replacement of current assets, difference between 1 and 1.5% increase to meet inflation, development charges, provincial grants, replacement of assets, extending asset lifespan, 10-year timeline, preparation, benchmarking assets,  

The Acting Manager of Asset Management continued the presentation by introducing an activity for Members of Council to complete regarding the future conditions of assets in several categories including roads, bridges, facilities, water, wastewater, stormwater, and parks. The Acting Manager of Asset Management concluded the presentation by discussing key themes moving forward and producing a 2025 asset management plan for June.

    1. That the presentation provided by Erik Wright, Acting Manager, Asset Management regarding 2025 Asset Management Plans be received; and, 
    2. That Staff proceed with preparation of the 2025 Asset Management Plans based on the direction provided by Committee of the Whole.
