She also outlined the Community Energy Plan (CEP) and provided relevant background information. 4.2Remarks Stakeholder Advisory Group Chair Josh Campbell, Chair of the Stakeholder Advisory Group, provided background information on the Newmarket Energy Efficiency Retrofit (NEER) Stakeholder Advisory Group and outlined their next steps. 4.3Newmarket Energy Efficiency Retrofit (NEER) Business Case Overview Karen Fairbridge, Engagement Lead, outlined the planning and decision-making process, municipal commitment, and the three key assumptions. She discussed local improvement charges (LICs), applying for the Federation of Canadian Municipalities (FCM) funding, and standardized retrofits.4.4Components of the NEER Business Case Peter Garforth, Strategic Lead, outlined the NEER Business Case target markets, retrofit packages, and operational targets. He identified benefits and potential risks, funding opportunities, and typical homeowner impact.4.5Project Engagements Karen Farbridge, Engagement Lead, outlined the groups involved during the consultation and engagement of this business case. 4.6Utility and Municipal Cooperation Karen Farbridge, Engagement Lead, outlined the utility and municipal cooperation opportunities.
