Notice

Mayor Taylor advised that the Municipal Offices were open to the public, and that members of the public could attend this meeting in person or view the live stream available at Newmarket.ca/meetings. Residents who would like to provide comment on an item on this agenda were encouraged to provide their feedback in writing through email to Legislative Services at or by providing a deputation electronically or in-person. He advised residents that their comments would form part of the public record.

4.1

Dismantling Anti-Black Racism Action Plan Presentation

Evelyn Myrie, Audrey Wubbenhorst, and Quammie Williams from Empower Strategy Group provided a presentation on the Dismantling Anti-Black Racism Action Plan regarding the consultation process, and key recommendations. 

The Mayor thanked the deputants for their presentation and Newmarket African Canadian Caribbean Association for their efforts and contributions to the Plan.

Dismantling Anti-Black Racism Action Plan

Jerisha Grant-Hall, Chairperson, Founder, Newmarket African Caribbean Canadian Association (NACCA) provided a presentation on Dismantling Anti-Black Racism Action Plan regarding racist experiences and instances faced by the Black community and provided recommendations regarding public street and place naming practices.

Black History Month

Jerisha Grant-Hall, Chairperson, Founder, Newmarket African Caribbean Canadian Association (NACCA) provided a deputation on Black History Month regarding the purpose of Black History Month and highlighting Black History Month events in the Town of Newmarket including a reception on February 4 at Old Town Hall. 

Mayor Taylor expressed appreciation to NACCA for their efforts.

  An alternate motion was presented and is noted below in bold:

  1. That the deputation provided by Jerisha Grant-Hall, Chairperson, Founder, Newmarket African Caribbean Canadian Association (NACCA) regarding Black History Month be received; and,
  2. That henceforth February be proclaimed as Black History Month; and,
  3. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Minister's Zoning Order Request (835 Gorham Street - Blue Door Support Services)

Bruce McCall-Richmond, Associate, Glen Schnarr and Associates Inc. provided a deputation on Minister's Zoning Order Request (835 Gorham Street - Blue Door Support Services) requesting a Minister's Zoning Order to expedite construction of 14 units of supportive emergency and temporary housing, and plans for the proposed development.

Discussion regarding parking ensued and situations in which additional parking may be required and mitigation strategies for the same.

Minister's Zoning Order Request (835 Gorham Street - Blue Door Support Services)

Lionel Franklin provided a deputation on the Minister's Zoning Order Request (835 Gorham Street - Blue Door Support Services) expressing concern about the proposal's community impact including the increase on neighbourhood density, displacement of current residents of the property during construction, implications of a Minister's Zoning Order on public consultation, and a compatibility study. 


There was discussion regarding Town process, Minister Zoning Orders, and community engagement.

Zoning By-law Amendment -1095 Stellar Drive

Michael Larkin, LARKIN+ Land Use Planners Inc. provided a deputation on Zoning By-law Amendment - 1095 Stellar Drive regarding the project history, site plan, and parking requirements.

Members of Council asked questions about communicating parking changes to neighbours and parishioners, how many parishioners attend a typical service, and parking space agreements.

  An alternate motion was presented and is noted below in bold:

  1. That the report entitled Dismantling Anti-Black Racism Action Plan dated January 16, 2023 be received; and,
  2. That Staff develop an initial two-year implementation plan and report back to Council within 6 weeks; and,
  3. That Staff be directed to report on options for Human Resources support; and,
  4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Residential Parking Study Terms of Reference

  1. That the report entitled Residential Parking Study Terms of Reference dated January 16, 2023 be received; and,
  2. That Council endorse the Residential Parking Study Terms of Reference attached as Attachment 1 to this report; and,
  3. That Council authorize staff to release a Request for Proposal for the Residential Parking Study; and,
  4. That item three (3) "Use of Residential Garages (Detached or Attached) as required Parking Spaces" is removed from the Residential Parking Study Terms of Reference; and,
  5. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Zoning By-law Amendment -1095 Stellar Drive

  1. That the report entitled Zoning By-law Amendment – 1095 Stellar Drive, dated January 16, 2023 be received; and,
  2. That the application for Zoning By-law Amendment, as submitted by Larkin Land Use Planners Inc., for 1095 Stellar Avenue, be approved in its general form; and,
  3. That Larkin Land Use Planners Inc., be notified of this action; and,
  4. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Minister's Zoning Order Request (835 Gorham Street - Blue Door Support Services)

• Moved by: Councillor Woodhouse
  Seconded by: Councillor Kwapis
  1. That the report entitled Minister’s Zoning Order Request (835 Gorham Street – Blue Door Support Services), dated January 16, 2023 be received; and,
  2. That Council supports and has no objection to the Minister of Municipal Affairs and Housing enacting a Minister’s Zoning Order for the subject lands, which would permit the development of emergency and temporary housing; and,
  3. That Council direct Staff to work with Blue Door Support Services and the Ministry of Municipal Affairs and Housing to prepare a Minister’s Zoning Order for the subject lands; and,
  4. That Council direct staff to expedite the review and approval of the subsequent planning approvals and building permit applications required to move the project forward to construction; and,
  5. That this resolution be provided to the applicant to send to the Minister of Municipal Affairs and Housing as a statement of Council’s support; and copied to the Regional Municipality of York; and,
  6. That Staff be authorized and directed to do all things necessary to give effect to this resolution.

Happy New Year and 2023 Mayor's Levee

Councillor Kwapis wished Staff, Members of Council, and residents a happy New Year.  Mayor Taylor thanked staff for their efforts organizing the Mayor's Levee and the community for attending the event.
